Ashland School District No. 5, Jackson County, Oregon - The Capital Project Advisory Committee met in a work session Monday, August 17, 2009 at 7:00 p.m. at the Lincoln School. Present were:

I. Call to Order
The meeting was called to order at 7:00 p.m. by Juli Di Chiro.
II. Roll Check
All members were present.
III. Review of Bond Investments and Earnings
Jill Turner reviewed the bond investments and earnings. At this point, about 50% of the remaining projects from the bond are vested with Davidson Investments. The remaining 50% are in the statewide pool. The returns for the Davidson Investments are approximately 1.79%. The interest in the statewide pool is .95%. The disbursement schedule at the current time is about $2.5 million per month until the Davidson Investments are completely disbursed. This will occur in November. Although interest rates are extremely low at this time, the district has earned all of the interest that was budgeted, and will likely avoid arbitrage.
IV. Review Summer Projects
All summer projects were reviewed including Bellview and the AHS HVAC project. We reviewed a series of photographs of all projects and discussed progress.
Bellview is substantially complete and a certificate of temporary occupancy has been issued. Furniture delivery commended on August 17 and is anticipated to be complete by August 21. Teachers are scheduled to move in the next week. There are no major outstanding issues. The site looks beautiful. Trailing issues may be landscaping, but that can be completed while teachers are moving in. It is anticipated that it will be 100% ready to go by the time students return in September.
The AHS HVAC project is substantially complete. At the current time, they are balancing and testing the system. Commissioning work is ongoing. It is anticipated that the entire system will be operational by the start of school. The project came in on time and within budget.
Gary DeCock reviewed summer projects which included work at the high school - structural work, site lighting, the gym project. All projects are on schedule and within budget.
At the Middle School, new fire doors are being installed and the roofing project over the gymnasium and library area is being completed.
At Briscoe, a kitchen remodel has been completed by our Maintenance Department. The ADA work is delayed because of a slow delivery scheduled for the lift. It is anticipated the rest will arrive in September and be installed at that time.
At Lincoln, the boiler has been installed and is scheduled for testing on Friday of this week.
At Walker, the ecotone project is substantially completed with minor adjustments occurring. The Maintenance Department has been completing the painting of the exterior and new windows are being installed in the cafeteria. Resolution of drainage issues near the gym and music room are ongoing.
At Helman School, the new chiller tower replacement has been completed.
In summary, all summer projects are on schedule and within budget.
V. Schedule Next Meeting and Confirm Agenda
CPAC members will be invited to the opening ceremony for Bellview which is scheduled for September 16. A tour of other projects, particularly the high school project, will also be conducted on that date for CPAC members. The next CPAC meeting will be held on Monday, October 5, at 7:00 p.m. in the District Board Room.
