Ashland School District No. 5, Jackson County, Oregon - The Board of Directors met in a work session on October 24, 2005, at 8:00 p.m. in the Ashland Middle School Library.  Present were:

I.          Call to Order

 

            The meeting was called to order at 8:13 p.m. by Chair Parker. 

 

II.         Roll Check

 

            A roll of the board was taken and all members were present.

 

III.       Review Drug and Alcohol Policy and Administrative Regulation

 

Juli Di Chiro explained the work of the drug and alcohol committee which developed the existing Drug and Alcohol Policy and Administrative Regulation.

 

IV.            Implementation of Policy at Ashland High School

 

            Jeff Schlecht reported on the implementation of the policy and administrative rule highlighting that the process is rehabilitative with appropriate consequences.  It is working, but not for all kids.  Some kids have to go through the process several times.

 

V.            Implementation of Policy at Ashland Middle School

 

            Dale Rooklyn reported on the implementation of the policy and administrative rule highlighting the adjustments that have been made to the process over the years since the rule was initially implemented.

 

VI.       2004-05 Violation Reports

 

            Don Valentini compared the violations that occurred each year since the implementation of the policy explaining that there seems to be no pattern.  He felt the process is not adversarial and is more therapeutic than in the past.

 

            Dale Rooklyn reviewed the violations over the past three years agreeing there seemed to be no pattern. 

 

 

VII.      Healthy Teens Survey Two Year Review

 

            Juanita Fagan reviewed the highlights of the teen survey.

 

VIII.     General Discussion of Drug and Alcohol Policy Issues

 

            Juli Di Chiro recommended that the following changes be made to the administrative regulation:

 

Change all phrases of Ashland Police Department Peer Jury to Ashland High School Peer Jury.

Delete the third paragraph under Consequences for Violations.

Delete the next to last sentence of Item 1 under Consequences for Violations.

 

Paul Copeland gave public input on the healthy teen survey expressing concern about binge drinking being very popular now. 

 

IX.            Adjournment

 

            There being no further business, the meeting adjourned at 10:05 p.m.
